Delegate Fast moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 5084 -- “A BILL to amend and reenact §16-9A-2 of the Code of West Virginia, 1931, as amended, all relating to requiring that a valid driver's license, state identification card, or any valid and unexpired federally issued identification card such as a passport or military identification card be presented to verify the minimum age of eighteen for the purchase or acceptance of tobacco related products; relating to increasing penalties for any firm or corporation, or business entity that violates the provisions of this section of the code; and relating to increasing penalties for any person, or employee of any firm or corporation, or business entity that violates the provisions of this section of the code”;
